About the Spots and What You Will See
It should be noted while there are indeed spots around Joint Base Andrews (formerly Andrews AFB), it is highly likely that you will be stopped and detained.
Several friends of mine have pointed to spots along either approach end of the 1s and 19s but these spots are not recommended for usage. I highly recommend not attempting these spots, or any other spot near the approach ends for the base, due to the fact that Andrews is one of the most secure bases in the country. All movements in and out of the base should not be photographed, filmed, or documented due to the sensitive nature of the individuals who fly in and out of Andrews. This includes, and is not limited to, the President, Vice President, the Cabinet, members of Congress, and any foreign dignitaries. All of these movements are deemed as classified.
The only time photography is allowed at Andrews is during the Joint Services Open House. Of course, this is after you clear security at FedEx Field or the Branch Avenue Metro Station, board a bus, and get dropped off onto the flight line at Andrews.
